22.  Why are so many buildings having
      the stucco or cladding torn off after
      just a few years?

My opinion on this is that the engineering companies, who have received a major part of the blame for the leaky condo disaster and have had to pay….them and their insurers…many multi millions of dollars in restoration costs…have move too far in the other direction.   The insurance companies….especially those who provide professionals with their errors and omissions insurance  (E&O) discourage or require the engineers and architects who work on these buildings from looking for other solutions to the problems.  They have only one recommendation…and this is a total tear off and rain screen replacement with its multi million dollar price tag for each building.  Many engineers have a one track mind on this and slant all of their testing to prove that the building cannot be saved.  They will find some weaknesses in the building envelope that prove to have marginal or high moisture….then they will test and retest the same feature over and over again….if they test 100  locations where they know the building is weak and get 50 marginal or poor readings….then the say the building is half bad and not worth saving…when actually they test only the bad sections…so that all of the good sections are untested and therefore do not go in to figuring out the actual ration of problems on the building..saying that everyone is going to rain screen now it is the only thing that works.  So we find hundreds of buildings at any given time and thousands and thousands over the last decade stripped of their stucco for a total tear off approach.
